An emotional support animal is recommended for a diagnosed condition that substantially limits a major life activity. The diagnosis is the subject of the evaluation, not a box you tick beforehand.

Florida legislated on this directly — which cuts both ways
Most states rely on the federal Fair Housing Act alone. Florida passed its own statute, § 760.27, which spells out what a housing provider may request and makes knowingly false assistance-animal documentation a criminal misdemeanour.
The practical effect is that Florida housing providers ask more pointed questions and reject weak paperwork more often than landlords elsewhere. A letter from a clinician with no Florida licence and no genuine assessment is more likely to fail here than almost anywhere in the country.

How a Florida evaluation runs

Assignment to a Florida licensee
Your file goes to a clinician holding a current Florida licence. Out-of-state licences are not used for Florida determinations.
Clinical review, and a consultation where indicated
The clinician reviews the intake and speaks with you by telehealth when the file calls for it. Florida permits telehealth here; anonymity is what fails.
Determination
Approval or decline, with reasons. A decline is a real outcome rather than something quietly converted into a letter.
Documentation
If approved, a letter on clinician letterhead carrying licence type and number, the disability-related need, and the recommendation.
Florida questions
Is there an official Florida ESA registration or ID card?
No. Florida recognises no registry, licence, certificate or identification card for emotional support animals, and neither does federal law. Sites selling ESA identification cards are selling a product with no legal standing. What carries weight is a letter from a licensed practitioner who has actually assessed you.
Does the clinician have to be licensed in Florida?
In practice, yes. Florida's statute contemplates documentation from a practitioner licensed or otherwise authorised to provide services in the state, and housing providers here routinely check the licence number against the Florida Department of Health register. We assign Florida files to Florida licensees for that reason.
I already have a letter from another state. Will it work in Florida?
It may be questioned. Florida housing providers scrutinise out-of-state documentation more closely than most, particularly where the practitioner has no Florida licence and no ongoing relationship with the patient. If you have relocated, a fresh Florida evaluation is the more reliable route.
What if the screening suggests I would not qualify?
Then it says so, before you have paid anything. That is the point of running the screening first. A service that approves everyone is not assessing anyone, and the resulting paperwork is the kind Florida housing providers have learned to reject.
