Tampa Bay's housing mix sits between Miami's and Orlando's. South Tampa, Westshore and downtown St. Petersburg carry condominium associations with formal board review. New Town, Brandon, Riverview and much of Pasco are agent-managed rentals where a management company decides. Both apply the same law; they differ mainly in how long they take.
Older beach and barrier-island stock in Pinellas adds a third pattern — small owner-managed buildings where there is no process at all, and the request is decided by one person reading a letter. Those are the requests where the quality of the documentation matters most, because nothing else is standardised.
Evacuation zones are not flood zones
Tampa Bay residents routinely confuse the two, and it matters here because the evacuation zone — not the flood zone — determines whether you will be ordered to leave. Evacuation zones are lettered A through E and are based on storm-surge modelling. Flood zones are FEMA insurance designations. You can sit outside a high-risk flood zone and still be in Zone A.

Zone assignments are set by your county emergency management office and are occasionally revised. Confirm yours directly with Hillsborough, Pinellas, Pasco or Manatee county rather than relying on what a previous resident told you.
Sheltering with an assistance animal
This is where the distinction between categories becomes concrete rather than academic, and it is the single most useful thing to understand before a storm.
Service animals
A trained service animal accompanies its handler into a general-population shelter. That access follows from the ADA and does not depend on the county running a pet programme.
Emotional support animals
An ESA does not carry the same shelter access. It is generally accommodated through a designated pet-friendly shelter, which is a separate facility with separate rules.
Pet-friendly shelters need pre-registration
Tampa Bay counties operate these on a registered basis with limited capacity. Registering during a warning is usually too late.
Bring records, crate and supplies
Vaccination records, a carrier, food and medication are normally required. Assume nothing is supplied at the shelter.
The honest version
An ESA letter is housing documentation. It is not a shelter pass, an airline document or a public-access credential, and any service telling you otherwise is misleading you. Its legal weight sits in the Fair Housing Act and Florida's § 760.27 — which is real, and considerable, but bounded. If unrestricted public access is what you genuinely need, the relevant question is whether a psychiatric service dog is clinically appropriate, which is a different assessment with real training obligations attached.

A letter saved only in an email account is unreachable when the power and the tower are both down. Keep a copy on your phone and a printed copy with your important papers.
Keep it with the lease
If you relocate temporarily, the new provider will ask the same questions the old one did. Having both documents together shortens that conversation considerably.

Will my ESA letter get my animal into a hurricane shelter?
No, and it is important not to plan on that. Housing documentation governs housing. Shelter access for an emotional support animal normally runs through a designated pet-friendly shelter with advance registration, while a trained service animal accompanies its handler into a general shelter. Register with your county before the season rather than during a warning.
My building says its evacuation plan does not allow animals. Is that lawful?
A building procedure is a rule like any other, and it has to give way to a granted accommodation rather than override it. The practical move is to ask in writing outside hurricane season, when the question reaches someone with time to answer it properly, and to keep the reply with your lease.
I had to relocate after a storm. Does my letter still work?
It remains valid documentation from a Florida-licensed clinician, and a new Florida housing provider should accept it on the same basis as the last one. Providers do look at how recent the assessment is, so a letter more than a year old is more likely to be queried even though no statute sets an expiry date.
Can the association charge me a pet deposit for an approved animal?
No. Pet deposits, pet fees and monthly pet rent may not be charged for an approved assistance animal. Liability for actual damage the animal causes remains, and is handled like any other damage claim.
Is there a Tampa or Hillsborough County ESA registry?
No. No county, city or state registry for emotional support animals exists in Florida, and no federal one exists either. Registrations and ID cards sold online carry no legal weight. Written documentation from a licensed practitioner who assessed you is the only thing a housing provider is entitled to rely on.
