ESA evaluation for Florida veterans
Two questions come up in almost every veteran file we open in Florida: how a private evaluation sits alongside VA care, and whether the right category is an emotional support animal at all rather than a psychiatric service dog. This page answers both before you spend anything.

Why Florida is different for veterans
Florida has drawn veterans for generations, and the result is a population that is both large and unusually dispersed — concentrated around Tampa Bay, the Space Coast and the Panhandle, but present in every county. That dispersal is the practical problem. A veteran in a rural county may be two hours from the VA facility holding their records, which makes telehealth the realistic route to any non-urgent assessment.
It also means Florida housing providers see assistance-animal requests from veterans frequently, and have views about them. Some are accommodating to the point of waiving process entirely. Others are sceptical, having seen purchased letters. Documentation that holds up under § 760.27 matters more here than sentiment about service does.
A private evaluation and VA care are not alternatives
This is the most common misunderstanding, and it costs veterans time. The two run in parallel and answer different questions.
What VA care provides
Diagnosis, treatment and ongoing management of service-connected and non-service-connected mental health conditions, including PTSD, depression and anxiety disorders.

What a private ESA evaluation provides
An independent clinical determination, by a Florida-licensed practitioner, of whether an emotional support animal is a reasonable housing accommodation for a disability-related need.

Being under VA care does not disqualify you from a private evaluation, and a private evaluation is not a comment on your VA treatment. If your VA clinician is willing to write housing documentation for you, use it — that is a genuine clinical relationship and it will be accepted. Many veterans find the request falls outside what their VA team routinely provides, which is why an independent route exists.
Emotional support animal or psychiatric service dog?
Getting this wrong wastes months. The categories differ in law, in training burden, and in what they actually let you do.
- Core difference
- An emotional support animal helps by its presence. A psychiatric service dog is individually trained to perform specific tasks that mitigate a disability — interrupting a dissociative episode, waking you from a nightmare, creating space in a crowd, or retrieving medication.
- Training required
- None for an ESA. Substantial and task-specific for a psychiatric service dog, typically taking many months. The dog must reliably perform the task, not merely be well behaved.
- Housing rights
- Both are assistance animals for housing purposes. Both are exempt from pet deposits, pet fees and pet rent, and both sit outside breed and weight restrictions.
- Public access
- This is the real dividing line. A psychiatric service dog has ADA public-access rights — shops, restaurants, transport. An emotional support animal has none. An ESA letter is housing documentation and nothing else.
- Which fits you
- If your impairment is addressed by companionship, routine and reduced isolation at home, an ESA is the appropriate and far faster route. If you need trained intervention during episodes while out in public, a service dog is the honest answer — and no letter substitutes for the training.

Including generalised anxiety and panic disorder with or without agoraphobia.

Particularly during transition out of service, where the disruption is real but the presentation does not meet PTSD criteria.
Insomnia and sleep disturbance
Rarely the primary diagnosis, often the symptom that an animal most reliably affects through routine anchoring.
Chronic pain with mood involvement
Assessed for the mental health component; the physical condition remains a matter for your treating clinicians.

Veteran questions
Does the VA issue ESA letters?
Not as a standard service. VA mental health teams provide diagnosis and treatment, and individual clinicians sometimes write housing documentation for patients they treat, but there is no VA ESA programme and no VA ESA form. The VA's formal service dog support is a separate matter with its own eligibility rules, and it concerns trained service dogs rather than emotional support animals.
Does a VA disability rating qualify me automatically?
No. A rating records service connection and degree of impairment for benefits purposes. Housing accommodation applies a different test: a condition that substantially limits a major life activity, and a link between the animal and an identified symptom. A rating is strong supporting evidence and often makes the assessment straightforward, but it is not a substitute for it.
I already have a dog that helps. Does it need to be assessed?
The evaluation assesses you, not the animal. There is no temperament test and no training requirement for an ESA. The clinician will ask you to describe concretely how the animal affects specific symptoms, because that link is the third finding an evaluation has to reach — and the one purchased letters never establish.
Can my landlord charge a pet deposit because my dog is large?
No. Deposits, one-off pet fees and monthly pet rent all fall away for an approved assistance animal, and breed and weight limits from the pet policy do not apply. A provider may still refuse a particular animal whose own behaviour makes it dangerous or destructive, but that has to rest on what the animal has actually done rather than on its size or breed.
I am in VA transitional or supportive housing. Do the same rules apply?
Programme-specific rules can differ from ordinary private tenancies, so the answer depends on the programme. Ask the housing coordinator directly what documentation they require before you commission anything — it is the fastest way to avoid paying for the wrong thing.
Will I get approved because I am a veteran?
No, and you should be wary of any service implying otherwise. Service history is context, not a qualification. The evaluation reaches a clinical determination on the evidence, and declines happen. A service that approves every veteran who applies is producing exactly the documentation Florida providers have learned to distrust — which makes life harder for veterans with legitimate need.
