Polk absorbed the people priced out of Tampa and Orlando, and a great many of the houses they rent are owned by national corporations rather than by anyone local. There is no landlord to have a conversation with. Everything goes through a portal, and that changes how an accommodation request has to be made.

Four kinds of landlord, and how each behaves
Corporate single-family
Scattered houses, national ownerThe type that defines this market. A company owning thousands of individual houses across several states, with no office in Polk County and no person assigned to your address.
Requests are submitted through a resident portal and assessed against a written policy. That sounds worse than it is: these operators generally know the law well, because they are large enough to have been advised on it. What they do badly is anything that falls outside the form.
Purpose-built apartments
On-site managementConcentrated around the interstate and north Lakeland. An actual leasing office with actual staff, portals for paperwork, and third-party animal screening.
The most predictable experience available here, and the one where a complete submission moves fastest.
Individual owners
Older neighbourhoodsDixieland, Lake Hollingsworth, the older streets near the colleges. One person decides, quickly and informally, usually without having met the rule before.
Information works better than argument here, as it does everywhere with owner landlords.
HOA subdivisions
Newer build, covenantsSpreading east and south toward Winter Haven and Auburndale. Covenants with animal restrictions, a management company, and a meeting cycle.
Two layers again: the owner of the house agrees, and the association applies its declaration.
Getting through a portal
The instinct with a corporate landlord is to hunt for someone to speak to. Resist it. Telephone queues at these operators reach staff with no authority over your address, nothing gets recorded, and you lose the one advantage a portal actually gives you: an automatic, timestamped record of exactly what you submitted and when.
Find the accommodation request, not the pet form
They are different submissions. Filing under pets starts you in a process that ends with a fee schedule.
Attach the clinician letter to the ticket itself
Not by email afterwards. Anything outside the ticket tends not to reach the file.
Put the licence number in the text field
As well as on the letter. Reviewers work from the form fields, and it saves a round trip.
Screenshot the confirmation
Reference number, date, time. This is your evidence that a request exists at all.
Use the same ticket to follow up
Opening a second ticket splits the history and restarts the clock in their system.
Escalate in writing, by role
Regional or portfolio manager. Named individuals change constantly at these companies; roles do not.
One genuine advantage: a corporate operator that has been properly advised applies the rule consistently once the request reaches the right queue. The difficulty is almost always getting it into that queue rather than persuading anyone of the law.

Auto-reply quoting the pet policy
Means it went into the wrong queue. Reply on the same ticket and say the request is for a reasonable accommodation, not a pet registration.
A demand for a "certificate"
Scripted, and asking for something that does not exist. Answer once with the practitioner letter and licence number.
Pet rent still posting
Billing runs on a separate system from approvals. Raise it as a distinct ticket with the approval date attached. Fees in detail →
A third-party screening charge
Complete their form if asked; the fee does not apply to an approved assistance animal.
Silence for weeks
Housing providers are meant to respond inside a reasonable window. Say exactly that on the ticket, and name a date.

An hour each way on a good day, considerably more on a bad one. Daily, for a great many Polk residents.
East to Orlando
Similar, with the added unpredictability of the tourist corridor.
Local distribution work
Warehousing along the interstate runs shifts that start before dawn and rotate.
People mention the commute apologetically at assessment, as though it were a lifestyle complaint. It is not. Two to three hours of daily driving on top of a shift compresses sleep, removes recovery time and reliably worsens both mood and anxiety disorders. It is exactly the sort of functional detail a practitioner needs in order to describe how your condition actually affects your day.
Across the county
Polk is large and the market is not uniform. Where you are changes who holds the tenancy more than it changes anything else.

Polk County questions
- My landlord is a company in another state. Do Florida rules still apply?
- Yes. What governs is where the dwelling is, not where the owner is incorporated. A house in Lakeland is subject to the federal Fair Housing Act and to Florida's own statute whoever holds the title, and the documentation should come from a Florida-licensed practitioner because that is what a Florida property requires.
- There is no phone number that reaches anyone useful.
- Correct, and it is worth accepting rather than fighting. The portal is the channel that creates a record, and a record is what you need. Submit there, screenshot the confirmation, and escalate in writing by role rather than by name.
- The portal only offers a "pet registration" option.
- Then submit under whatever general enquiry or maintenance category exists and state in the opening line that you are seeking a reasonable accommodation under the Fair Housing Act for an assistance animal, and that this is not a pet registration. A misfiled ticket can be redirected; a request with no timestamp cannot be recovered.
- Can they charge the pet fee while the request is being reviewed?
- Billing continues up to the point of approval and should cease from that date onward. Corporate systems almost never adjust themselves, so plan on opening a separate ticket about the ledger once the decision arrives.
- I live in a house inside an HOA but rent from a private owner.
- Both need the request. Your landlord holds the lease; the association enforces the declaration against the property. Sending it to only one of them is the commonest reason these stall in the newer subdivisions.
