Registration searches cluster hardest in Michigan, Texas and Colorado, and the answer is identical in all three. No state operates a register of emotional support animals, so nothing is being entered anywhere.

Before you pay for anything
No federal agency and no state government maintains a register of emotional support animals. Not one. If you are being asked for a registration fee, you are buying a private product from a private company.
The tell is simple, and you can apply it in ten seconds:
- A government service is on a .gov address. Check the domain before you check the price.
- An official process never markets itself with urgency, discounts or bundles.
- A real requirement can be verified independently - by ringing the agency named, not the seller.
Why the searches cluster where they do
- Registration searches are not spread evenly. They pile up in particular states, and the pattern says something about how the market works rather than about the law, which is identical everywhere.
- Where a state has passed any legislation touching assistance animals, coverage follows, people read that something is now regulated, and they go looking for the registry that regulation implies. The regulation is usually about documentation standards or misrepresentation penalties. The registry never existed.
Michigan
The heaviest registration demand we see anywhere. Michigan amended its housing law to describe who may supply documentation - which is a rule about the signer, not a database.
Texas
Large population, heavy private advertising, and a statute concerning misrepresentation. No register, and a purchased certificate is a poor thing to lean on given that statute.
Colorado
Penalises knowingly false claims of assistance animal status. That makes accuracy worth more here than a document, and makes a bought certificate an active liability.
Connecticut
Commuter-heavy, so a lot of documentation arrives from New York. The state checks the licence, not a registry, and the licence is where those requests fail.
What a landlord is actually looking at
- Put yourself on the other side of the desk. A leasing officer holding two documents - a certificate with a serial number, and a letter on a practice letterhead with a licence number - has one obvious way to tell which is real. They can look the licence up. The serial number can only be checked against the site that issued it.
- That asymmetry is the whole reason one document works and the other does not. Appearances decide nothing here. The only question that matters is whether verification is possible for someone who is not the party that sold it.
Answering the request without a fight
- Landlords do ask for registration numbers, usually because a form somewhere asks for one. The productive reply is short, written, and unbothered: no state or federal register of assistance animals exists, here is the clinician's letter, and here are the licence details if you would like to verify them.
- Framed that way it is an administrative correction rather than a confrontation, and in most cases the subject never comes up again.

How do I register an emotional support animal in Michigan?
There is no way to, since no register of that kind exists in Michigan. The searches are unusually heavy there, which is why so many Michigan renters end up on a paid site. What a Michigan landlord assesses is a letter signed by someone licensed in Michigan.
Is there a Texas emotional support animal registry?
No. Texas has no state register, and neither the Texas Workforce Commission nor any other agency maintains one. The same private sites that sell Michigan registration sell Texas registration, and both are the same product.
What about registering in Colorado?
Colorado does not register assistance animals either. Colorado does, however, penalise knowingly misrepresenting an animal's status, which makes a purchased certificate a worse idea there than in most states.
Connecticut registration keeps appearing in search results.
Those results are advertisements, not state pages. Connecticut assesses documentation the same way every other state does: by looking at who signed it and whether that person holds a current licence covering Connecticut.
Can I register my dog as an emotional support animal for free?
No register exists at any price, including none at all. Where a genuine process costs nothing, it costs nothing at the screening stage. Never at the point of a database record.
Why do these sites rank so well if they are not official?
Because they answer the question people type. Someone searching for state registration wants a registration page, and a commercial site is happy to look like one. Nothing about ranking implies official standing.
I already bought a registration. Is it worthless?
It confers no legal status, but it does no harm as long as you do not rely on it. Keep it in your wallet if you like it. Then get hold of what a housing provider will genuinely read, which is a properly licensed clinician's written findings.
My landlord asked for a registration number.
Put it in writing that no list of this kind is kept at either level of government, then provide the clinician's letter showing their licence particulars. Most managers accept that immediately - the request usually comes from a form somebody copied, not from policy.
Does any country register assistance animals?
Some jurisdictions run accreditation schemes for trained assistance dogs, which is a different thing from an emotional support animal register. Nothing of that kind applies to housing requests in the United States.
What would a real registry even prove?
That is the useful question. Housing law turns on a disability-related need assessed by a qualified professional, which no database can establish. A register would record a payment, not a clinical judgement.
