Inspections and reserves are no longer optional

Following the Surfside collapse, Florida introduced milestone structural inspections for older multi-storey condominium buildings and required associations to fund reserves for major structural components rather than waiving them year after year.

The effect on the ground has been substantial. Associations that had deferred reserve funding for decades faced engineering studies, repair schedules and, in a good number of cases, special assessments running to figures owners had never contemplated. Sarasota's stock — much of it built well before these requirements existed and sitting on salt water — has felt it more than most.

None of this is background colour. It explains the atmosphere your accommodation request will land in, and knowing that changes how you write it.

Why a squeezed board behaves differently

Everything is read as an expense

A board that has spent eighteen months arguing about a roof tends to see a request about an animal as another item on a list it cannot afford. It is not, and saying so calmly rather than defensively helps.

Meetings are consumed by other business

Living through the work is its own problem

Structural repair programmes are noisy, long and intrusive. Scaffolding across windows, drilling through the day, balconies closed for months, and sometimes temporary relocation while work is carried out.

Two things follow. First, this is clinically relevant — sustained noise and loss of the use of your own home affect sleep and mood measurably, and it belongs in the assessment rather than being written off as something to endure.

Second, if you are relocated temporarily, the accommodation you hold attaches to your occupancy. Ask in writing, before the move, what the arrangement will be for the animal during the works. Getting that answer while everyone is calm is far easier than getting it on the day the scaffolding arrives.

I am behind on my special assessment. Does that affect my request?

They are separate matters. Arrears are a contractual dispute between you and the association with their own remedies attached. An accommodation request must still be considered on its merits, and approval should not be conditioned on clearing the account.

We are being relocated during the works. What happens to the approval?

The accommodation follows your occupancy, so ask in writing before the move what the arrangement will be for the animal at the temporary address and whether the association or your landlord is arranging it. Settle it early rather than on the day.

Our board changed completely and the new one has no record of my approval.

Common here given the turnover, and usually resolved in one exchange if you hold the paperwork. Send what you kept — the request as filed, the supporting letter, the written approval — instead of debating the principle with people who were not there.

Is there a Sarasota County ESA register?
