Three Ways Handlers Get a Trained Dog
Neither federal nor Colorado law requires a particular trainer, certificate or test. What matters is the result: a dog trained for your tasks that behaves in public.
Owner training
You train your own dog, sometimes with help from a private trainer. Lowest cost, highest time commitment.

A nonprofit or accredited program places a fully trained dog. Waiting lists are often long.
Time you investColorado gives trainers, and handlers with a dog being trained as a service animal, the right to be accompanied by the dog in housing, workplaces, public transit and places open to the public without extra charge (C.R.S. 24-34-803(2)).
Public Manners the Law Expects
Access rights come with conduct rules. A business can ask a handler to remove a dog in two situations only.
Expected of the team
- Leash, harness or tether unless it blocks the task
- Quiet, settled waiting
- No sniffing merchandise or food
- Handler cleans up accidents
Grounds for removal
- The dog is out of control and the handler does not correct it
- The dog is not housebroken
Allergies or fear of dogs are not grounds by themselves.
At Home: Colorado Housing Rules for a PSD
Trained service dogs have the clearest protection in Colorado housing, under both the state service animal statute and the 2026 assistance animal amendments. HUD's federal posture also still covers trained animals.

Colorado goes a step beyond many states. An employer must let an employee with a disability keep a service animal with them at all times in the workplace, and may not treat the employee worse because of the dog. Accessibility changes are reasonable accommodations unless they impose undue hardship.

What tasks qualify a dog as a psychiatric service dog?
The dog must be individually trained to do work tied to the handler's psychiatric disability, such as interrupting a repetitive behavior, waking the handler from a nightmare or bringing medication. Comfort that comes from the dog's presence alone does not count as a task.
Do I have to use a professional trainer for a psychiatric service dog in Colorado?
No law requires a professional trainer, a certificate or a test. The dog has to be trained for disability-related tasks and behave appropriately in public, and Colorado protects handlers and trainers working with a dog in training.
Can a Colorado landlord charge a pet deposit for a psychiatric service dog?
No. Colorado law bars extra charges for a trained service animal in housing. The handler is still responsible for any damage the dog actually causes.
Do I need a letter to bring my psychiatric service dog into stores?
No. When the task is not obvious, a business may ask only whether the dog is needed because of a disability and what task it performs. It cannot demand documents, ID cards or a vest.
Can airlines ask for paperwork for a psychiatric service dog?
Yes. U.S. Department of Transportation rules let airlines require a form about the dog's health, training and behavior, plus a relief form for flights of eight hours or longer.
Is a psychiatric service dog letter the same as an ESA letter?
No. Housing documentation for a service dog describes the disability-related need for a trained animal, and public places cannot require any letter at all. An ESA letter supports a housing request for an animal that has no task training.
