Life After U+2: Roommates, Leases and a Support Animal
For decades Fort Collins capped most homes at one family plus two unrelated people. That cap is gone, which changes who signs the lease and who shares space with your animal.
Before July 2024
Unrelated renters often split into smaller households, and some roommates lived "off lease" to stay under the limit. An accommodation request could reach only the people named on paper.
Now
Larger shared rentals are legal again, subject to health, safety and building code limits. Put every adult on the lease, and tell housemates about the animal before move-in so allergies or fears surface early.
Registered Rentals Since January 2025
Most long-term rentals in the city, meaning leases of 30 days or more, now have to be registered with Fort Collins. Owner-occupied rentals and homes in mobile home parks are exempt.
Registration does not change assistance animal law, but it gives tenants a city program to ask about housing standards. When a request stalls, the city's Rental Housing team can explain local resources while state complaints still go to the civil rights division.

ESAs count
Since August 12, 2026, "assistance animal" covers emotional support animals as well as service animals.
No blanket bans
Banning assistance animals outright is presumed discriminatory, and allowing one is presumed reasonable after a chance to discuss it.
Service animals cost nothing extra
No added charge for a trained service animal in housing, and the handler still pays for real damage.
Pet charge caps
For ordinary pets, a refundable deposit of $300 at most and monthly pet rent capped at $35 or 1.5% of rent.
Who May Sign a Housing Finding, and How They Must Meet You
Colorado's licensing laws add a step many online services skip. The requirement depends on the clinician's license, so ask before you book.
Mental health licensees
Psychologists, counselors, social workers and marriage and family therapists must have met you in person (C.R.S. 12-245-229).
Nurses
The nursing statute uses the same in-person wording (C.R.S. 12-255-133).
Physicians
May meet you in person or by telemedicine (C.R.S. 12-240-144). Every license type must also know you and your condition well enough to decide.

Poudre Trail Days With a Working Dog
From the Poudre River Trail in town to Horsetooth Mountain above it, a service dog follows the same posted rules as other dogs unless a trained task genuinely requires otherwise.
- Read the trailhead sign. City natural areas, county open space and state land each post their own leash and closure rules.
- Carry water. Dry air and altitude tire dogs faster than many newcomers expect.
- Watch for rattlesnakes and river current. Keep dogs close on rocky slopes and out of fast spring runoff.
- Keep the vest on duty. An ESA has no public access right, so trail rules for pets apply to it in full.
Licensing a Dog or Cat Through NOCO Humane
Fort Collins requires dogs and cats to be licensed, and NOCO Humane, the nonprofit formerly known as Larimer Humane Society, sells licenses and runs animal protection and control for the city under contract.
Colorado exempts a service animal owned by a person with a disability from state and local licensing fees. That is a fee exemption, not a pass on vaccination or control rules, so ask NOCO Humane how it records the exemption.

Old Town's breweries, bookstores and patios decide pet policy for themselves, but trained service animals follow state and federal public access law.

1. Is the dog required because of a disability?
2. What work or task has the dog been trained to perform?
No papers, vest or demonstration can be demanded. A dog that is out of control or not housebroken can still be asked to leave.

- Does Fort Collins still enforce the U+2 occupancy rule?
- No. A 2024 state law stopped cities from limiting occupancy by family relationship as of July 1, 2024, and City Council removed its occupancy regulations the next day. Limits tied to health, safety and building codes can still apply.
- Do I have to license my service dog with NOCO Humane?
- Fort Collins requires dog and cat licenses, which NOCO Humane sells. Colorado exempts a service animal owned by a person with a disability from state and local licensing fees, so ask NOCO Humane how that exemption is handled for your dog.
- Can an emotional support animal ride a Transfort bus?
- Transfort lets riders bring a service animal that stays under their control. Any other animal, including an emotional support animal, must travel in a fully contained and secured pet carrier.

- Colorado limits pet rent and pet deposits for ordinary pets and bans extra charges for trained service animals. The 2026 assistance animal law does not address fees for ESAs, so get any charge in writing and ask the Colorado Civil Rights Division if you think it is unfair.
- Can a Fort Collins therapist write an ESA letter after only a video visit?
- Colorado says licensed mental health professionals and nurses must have met the patient in person before making a written assistance animal finding for housing. Physicians may meet in person or by telemedicine.
