Boulder's Voice and Sight Tag Is Earned, Not Granted by Status
The program lets dogs walk designated trails off leash when they display the tag and respond to their guardian at all times. Participants take an education class, verify a City of Boulder dog license or rabies vaccination, and pay a fee. An ESA letter or service dog role does not substitute for any of it.
The dog must come and stay on command and never charge or chase people, other dogs or wildlife. Many working handlers keep service dogs leashed anyway, since a task dog belongs beside its partner.

What a Licensed Boulder Rental Means for Your Request
The city requires an approved rental license before a long-term rental may be leased or even advertised. A licensed owner has already dealt with inspections, which makes the accommodation conversation more predictable.

Boulder's Office of Human Rights takes housing discrimination complaints under the city's Human Rights Ordinance, including refusals to allow a reasonable accommodation for a service animal. File within one year; the state civil rights division is another option.
Does a Voice and Sight tag let my emotional support dog go off leash?
Only on trails marked for the program, and only after you finish the required class, verify a Boulder dog license or rabies vaccination, pay the fee and keep the dog under voice and sight control. ESA status does not replace any of those steps.
