PTSD Service Dogs and Emotional Support Animals for Colorado Veterans
Many veterans hear that "the VA gives service dogs for PTSD." The reality is narrower, and Colorado's 2026 housing law adds protections the federal government stepped back from. This page separates the benefits, the tasks and the rights.
Trained Work a PTSD Service Dog Might Do
A psychiatric service dog is defined by specific, trained responses to the handler's disability. Common examples for PTSD include:
Nightmare interruption
Waking the handler when signs of a night terror begin.
Grounding on cue
Nudging or leaning in when dissociation starts.
Medication reminders
Prompting at set times or fetching a pill bag.
Leading out
Guiding the handler to an exit during a panic response.

Which Path Fits: ESA or Service Dog?
Both can be part of recovery. They carry very different rights and responsibilities.
Emotional support animal

The VA Service Dog Benefit, Read Carefully
Under 38 CFR 17.148 the VA does not hand out dogs. It supports veterans who already have a qualifying service dog.
- The veteran has a vision, hearing or substantial mobility impairment.
- The VA clinical team decides a service dog is the best way to manage that impairment.
- The dog and veteran completed training through an organization accredited by Assistance Dogs International or the International Guide Dog Federation.
- Benefits include a veterinary insurance policy the VA pays for, plus certain travel.
PTSD on its own
The regulation's categories do not list PTSD by name. Veterans whose main condition is PTSD should ask their VA team directly how the benefit applies to them.
A private evaluation does not create VA eligibility, and VA eligibility is not needed for Colorado housing rights.
The PAWS Pilot: What It Is and Where It Runs
The PAWS for Veterans Therapy Act of 2021 set up a five-year VA pilot. Veterans with PTSD take part in weekly canine training classes, helping prepare future service dogs as part of complementary and integrative health care.
Colorado VA Facilities and Vet Centers
Trained service dogs may accompany veterans on VA property. Pets and emotional support animals generally stay outside.
Before an appointment
Keep the dog on a leash or harness and under control, just as you would in any public building.
Staff may ask whether the dog is a service animal and what task it performs if that is not obvious.
Housing After Service
Colorado veterans rent from private landlords, live in federally assisted housing or use vouchers. The rules differ a little in each setting.
Private rentals
Colorado's assistance animal law covers ESAs and service dogs. A complete ban is presumed discriminatory.
HUD-VASH and other vouchers
Programs run through public housing agencies must also follow Section 504 of the Rehabilitation Act.

Who Can Document the Need, and How They Meet You
Colorado licensing laws set a meeting requirement for anyone making a written housing finding about an assistance animal. VA clinicians follow VA policies, which vary, so ask your team what they can provide.
Crowds, Ceremonies and Public Access
Parades, reunions and memorial events can be exactly where a trained dog helps most. When staff are unsure whether a dog is a service animal, federal rules limit them to two questions:
- Is the dog required because of a disability?
- What work or task has the dog been trained to perform?
Colorado also protects trainers and handlers with a service dog in training, with no extra charge in public places.

The VA's service dog benefit, which includes veterinary insurance, is written for veterans with vision, hearing or substantial mobility impairments whose dog completed training through an accredited program. Ask your VA care team whether your situation qualifies.
Is there a PAWS Act program in Colorado?
The VA's PAWS pilot runs at five medical centers in Anchorage, Asheville, Palo Alto, San Antonio and West Palm Beach, none of them in Colorado. Veterans in the pilot help train future service dogs rather than receiving a dog.
Can I bring my service dog into a VA medical center in Colorado?
Yes, trained service dogs may accompany veterans on VA property. Emotional support animals and pets are generally not permitted inside VA facilities.
Does Colorado law protect a veteran's ESA in a rental?
Yes. Since August 12, 2026, Colorado law counts emotional support animals as assistance animals in housing, even though HUD's federal enforcement now centers on trained animals.
