Assistance Animals in Vancouver, on the Washington Side
Half of Vancouver works, shops or sees a doctor in Oregon, which makes this the one city in the state where people genuinely are not sure which rules cover their animal. The answer depends on where you are standing at the time.
Which Side of the River Are You On?
A tenancy follows the address. Public access follows the place you walk into. Pick a setting and the panel shows the rules that decide the question there.

The City's New Rental Register, and Why Tenants Care
Vancouver adopted a rental registration ordinance in July 2025. It is an owner's obligation rather than a tenant's, but it gives renters something useful: a city record of who is responsible for the unit.
If a manager will not put an animal decision in writing, the register is one more place the city can identify the owner behind the management company.
Licensing Runs Through Clark County
City code requires a license for dogs and cats older than eight weeks, and the county's Animal Protection and Control team handles the paperwork for Vancouver addresses.
- A certificate of current rabies vaccination is part of the application.
- Licenses can be bought and renewed online through the county's pet licensing pages.
- Going without one is an enforcement matter with escalating fines, so it is not a corner worth cutting.
- A housing provider may require your animal to comply with local licensing and vaccination rules, even for an assistance animal.
Fees change from year to year, so check the current schedule rather than a figure quoted in an old lease packet.
What Counts in a Vancouver Housing Request
The state's narrow service animal definition does not apply to housing, so a support animal can be a reasonable accommodation here even though it has no access rights in stores.
A written request works best
Say that you have a disability, that the animal is needed because of it, and ask for the pet policy to be waived. Keep the email; the date matters later.
A provider letter, when the need is not obvious
A letter from a licensed care provider stating the disability and the need for the animal is the document a manager may ask for.
No pet fee, no pet deposit
State rules treat a pet deposit charged on top of the standard deposit as an unfair practice when the tenant uses an assistance animal.
No diagnosis, no registry
Your condition is private and no official registry exists. Online certificates prove nothing and are not what the rules ask for.

C-TRAN Draws Its Own Line
The local transit agency publishes separate rules for service animals and comfort animals, and they are worth reading before the first trip.
Service animals
Ride without a carrier. Staff may ask whether the animal is a service animal and what work or task it has been trained, or is in training, to perform.
Comfort and support animals
Must travel in an enclosed carrier that fits on the floor in front of you or on your lap. The carrier cannot block the aisle or occupy another seat.
C-VAN paratransit
Tell the reservationist when you book that a service animal is traveling. The smallest vans cannot accommodate one, so the trip is assigned to a larger vehicle.
Washington law also protects a service animal trainee accompanying its trainer in places of public accommodation, which is why C-TRAN's questions mention training.
If the Answer Is No
Vancouver does not run its own fair housing enforcement office, so a refusal goes to the state or federal level.

A private Fair Housing Act lawsuit generally allows two years, and state law claims have their own windows.

The Waterfront, the Parks and Everyday Etiquette
The riverfront path and Esther Short Park are where most handlers spend their mornings, and the expectations there are simple.
- Leash and clean up, including on the pier and the boardwalk.
- A working service dog goes where its handler goes; a support animal follows the same rules as any pet outdoors.
- Summer heat on the waterfront concrete is harder on paws than the shaded park lawns.
- Events fill the park through the summer. Crowds are worth practicing before an animal meets one on a work day.

Do Oregon rules apply to my animal if I live in Vancouver?
No. Your tenancy sits in Washington, so the Washington Law Against Discrimination and the state Human Rights Commission govern it. Oregon has its own service animal and public accommodation statutes that apply once you cross the river, so check those separately before relying on them in Portland.
Can I take a support animal on a C-TRAN bus?
Only in an enclosed pet carrier that fits on the floor in front of you or on your lap, without blocking the aisle or taking a seat. Service animals ride without a carrier, and Washington law also covers a dog or miniature horse in training with its trainer.
