The Tacoma Rulebook for Tenants With Assistance Animals
Tacoma writes more of its own tenant law than any other city in Washington, and two separate chapters of the municipal code decide what a landlord can charge you, how long a rent notice must be, and whether a breed clause in the lease is worth anything.

Two City Chapters, One Tenancy
Tacoma's Rental Housing Code came from the council. The Landlord Fairness Code came from voters at the November 2023 election and was amended by the council in December 2025, with the changes in force from January 1, 2026. Both apply to the same lease.
Rental Housing Code, chapter 1.95
- Pet deposits are capped at 25 percent of one month's rent, and whatever is not spent on pet damage comes back.
- Deposits, nonrefundable move-in fees and last month's rent can be paid in installments on written request.
- No deposit at all unless the agreement is written and you were given a condition checklist.
- Lease terms banning dogs by breed are void, and a service animal must be allowed regardless.
Landlord Fairness Code, chapter 1.100
- Unfair or excessive fees are prohibited, including a pet damage deposit above the 25 percent line.
- Move-in fees in total may not exceed the first month's rent.
- Relocation assistance is owed when a rent increase of 5 percent or more pushes a tenant to move.
- Evictions tied to a tenant's status as a servicemember, first responder, senior, educator or health care worker are barred.
Neither chapter changes the state rule that matters most to this page: charging a pet fee or pet deposit for an assistance animal is an unfair practice under Washington housing law.
What a Rent Rise Is Worth If You Move

Estimates only. Exemptions exist for some small and owner-occupied properties, and a tenant who stays must repay the assistance within 10 days.
Deposits You Can Pay in Pieces
The installment right is the part tenants most often miss. Ask in writing, and the schedule has to be signed by both sides. No fee, no interest and no penalty may be added because you used it.

Breed Clauses Lose Their Bite Here
Tacoma is unusual in writing this into its rental code rather than leaving it to negotiation.
Breed terms are void
A rental agreement may not regulate or ban dogs based on breed, and a clause that tries to is treated as having no force.
Service animals are named
The code states that a service animal shall be allowed in any case, which removes the argument before it starts.
The insurance exception
A landlord may keep a breed restriction where the insurance policy requires it. Ask to see that requirement in writing rather than accepting it as stated policy.
Weight limits are a separate argument, and they sit under the reasonable accommodation rules rather than the breed clause.
Licensing, With a Waiver Worth Claiming
Residents of Tacoma and Fircrest license every dog and cat over eight weeks old, and new arrivals have 30 days to sort it out.
The waiver is about a city fee. It has nothing to do with whether a landlord must allow the animal, which is decided under state housing rules.

Pierce Transit and the T Line
Pierce Transit allows pets only inside an enclosed carrier, so a support animal travels in one. Service animals ride on a leash under the handler's control, and operators may ask the two permitted questions. Sound Transit's T Line runs through downtown under the same service animal rules.

Ask for the condition checklist, the installment form and a copy of the pet policy in the same email. Everything on this page is easier to enforce when the paperwork exists from day one.
Outdoors With an Animal in Tacoma
Point Defiance, the waterfront and the neighborhood parks are the daily routine for most handlers here, and the expectations are the same across them.
- Leashes on trails and in parks unless a posted off-leash area says otherwise.
- Waste bagged and binned, which is also the most common lease complaint.
- A working service dog stays with its handler; a support animal follows ordinary pet rules outdoors.
- Summer pavement near the waterfront gets hot enough to matter for paws.

Tacoma Questions, Answered Plainly
What is the pet deposit limit in Tacoma?
A landlord may not charge more than 25 percent of one month's rent as a pet deposit, and anything not used to repair pet damage must be returned when the tenancy ends. An assistance animal is not a pet, so that deposit should not be charged for one at all.
Can a Tacoma lease ban my dog because of its breed?
The Rental Housing Code bars lease terms that regulate or ban dogs by breed, and it says a service animal must be allowed in any case. The one exception is where the landlord's insurance policy requires the breed restriction.
How much notice must a Tacoma landlord give before raising rent?
Since January 1, 2026 the city requires a single written notice at least 180 days ahead, which is longer than the 90 days state law requires. The state cap on the size of the increase still applies.
What relocation assistance does Tacoma pay if rent jumps?
A tenant who decides to move rather than pay can request relocation assistance: two months' rent for an increase of 5 percent or more, two and a half months for more than 7.5 percent, and three months for more than 10 percent. The landlord pays within 30 days of the request.
Does Tacoma waive the pet license fee for a service dog?
Yes. The city waives the license fee for a specially trained service dog, though the dog must still be licensed each year with proof of its active service status. Comfort, companionship or emotional support alone does not qualify for the waiver.
Where do Tacoma renters take a disability housing complaint?
The city's Office of Equity and Human Rights investigates discrimination complaints under Tacoma Municipal Code 1.29 and asks for a signed complaint within one year. The Washington State Human Rights Commission also accepts housing complaints within one year.
