No City Ordinance Here, So State Rules Decide
Bellevue never passed the kind of deposit ordinance Seattle and Tacoma have. That sounds like less protection, and for deposits generally it is. For an assistance animal it changes nothing, because the rule that matters is a statewide one.
Who Licenses Your Animal on This Side of the Lake?
A building may require your animal to comply with local law, and on the Eastside that means finding the right counter. Cities here do not all use the same one.
Licensing is a local rule about the animal. It has nothing to do with whether the accommodation request itself must be granted.
When the Pet Rule Comes From a Board
Condo and homeowner associations are treated as housing providers in state guidance, alongside landlords and property managers. A blanket no-pets rule does not end the conversation.
Parks, Trails and the Everyday Routine
Bellevue's park system is the reason many handlers pick this side of the lake, and the expectations are simple.
- Leash on shared paths and in the botanical garden, where posted rules are stricter than in neighborhood parks.
- Bag and bin the waste, which is the complaint managers hear most.
- A working service dog goes where its handler goes; a support animal follows ordinary pet rules outdoors.

Increases are capped at 7 percent plus the consumer price index or 10 percent, whichever is lower. The Attorney General's office puts the 2026 maximom at 9.683 percent.

A unit whose first certificate of occupancy was issued 12 or fewer years before the notice is exempt, which covers much of downtown Bellevue.

Does Bellevue cap what a landlord can collect at move-in?
No. Bellevue has no ordinance capping deposits or move-in fees, unlike Seattle and Tacoma, so the state Residential Landlord-Tenant Act applies. For an assistance animal, state rule WAC 162-38-100 still bars a pet deposit charged on top of the standard deposit.
Who licenses pets in Bellevue?
Regional Animal Services of King County, which provides pet licensing, animal control and sheltering for Bellevue and many neighboring cities. Dogs and cats aged eight weeks or older need a license, and a building may require proof of it.
