How the 2026 Federal Shift Plays Out on the Coastal Bend

HUD changed its enforcement approach on May 22, 2026. Three kinds of animals now land in different places.

Beach Days on Padre Island With a Dog

Sand, salt and sun are hard on animals that live in air-conditioned apartments the rest of the week.

Know the zones. Padre Island National Seashore allows leashed pets in many areas but closes some to pets; posted signs control.
Respect nesting season. The seashore is a key nesting beach for Kemp's ridley sea turtles, so steer clear of marked nests.
Bring fresh water. Dogs that drink seawater can get sick quickly.
Watch the sand. Dry sand heats up fast by midday; wet sand near the surf stays cooler.

Condos, Vacation Rentals and Marina Living

Coastal housing does not always fit neatly into apartment rules.

Condo you rent from an owner. Both the owner and the association may have a say. Send your request to the owner and ask whether association approval is also needed.
Monthly lease on a vacation unit. Longer stays usually work like housing; nightly stays look more like lodging, where public access rules for service animals apply instead.
Living aboard a boat. Marina slip agreements vary widely, so read the pet clause before signing and ask in writing.
Wind and salt. Balconies facing the Gulf need secure railings and shade before an animal spends time outside.

Associations set pet rules, and after HUD's May 2026 change federal enforcement no longer backs untrained emotional support animals. A written request can still succeed, and a trained psychiatric service dog carries stronger protection under Texas law and HUD's current approach.

Are dogs allowed on Padre Island National Seashore beaches?
