Assistance Animals for Florence and Pee Dee Renters

Florence grew up as a railroad town and now sits where I-95 meets I-20. Its renters include students, hospital staff on contract and families in rural manufactured homes. Fair housing rules protect emotional support animals in all of these homes, but how you ask depends on where you live.

Students, Hospital Staff and Contract Workers

Florence's regional hospitals and university bring renters on short and mid-length leases. Each group runs into its own timing problems.

Manufactured Homes and Rural Lots

Outside the city, many Pee Dee families rent a manufactured home or the lot beneath one. Communities like these usually have their own animal rules.

Renting the home

Send your request to whoever owns the home. If the community also has rules, send a copy to management.

Renting only the lot

A community that rents lots is generally a housing provider too, so its pet limits should give way to a reasonable accommodation.

Fences and tie-outs

Community rules on fencing, chains and loose dogs still apply to assistance animals.

What PDRTA's Rules Say About Animals

The Pee Dee Regional Transportation Authority runs buses and paratransit across the region. Its published rules are clear.

Local Animal Rules Still Apply

A fair housing accommodation covers your home. Local animal laws still apply to every animal.

Rabies
South Carolina requires rabies vaccination for dogs, cats and ferrets. Keep the tag on and the certificate on file.
Loose animals
Animal control handles dogs at large and bite reports.
Noise and waste
Your lease and local nuisance rules apply to an assistance animal as well.

Getting Outdoors in the Pee Dee

Blackwater rivers, swamp forest and county parks are close to Florence. Some habits keep your animal safe.

  • Leash near water and in parks, and watch for snakes in warm months.
  • Check for ticks after walks in tall grass and woods.
  • Carry water; Pee Dee summers are long and humid.
  • Never leave an animal in a parked car.

What Florence Landlords Ask, and How to Answer

Short, factual replies keep a request moving.

Landlord"Is this a pet?"
You"No. It's an assistance animal, and I am asking for a reasonable accommodation to your animal policy."
Landlord"What is your diagnosis?"
You"State law lets you verify that I have a disability and a related need. My clinician's letter does that without naming a diagnosis."
Landlord"Can you register the animal?"
You"There is no official registry. My documentation comes from a licensed clinician who evaluated me."
Landlord"Who pays if it damages the unit?"
You"I do. That's my responsibility, like any tenant's."

Florence Renter FAQs

Can I bring a pet on a PDRTA bus in Florence?

PDRTA's rules let pets and other animals that are not service animals ride in an enclosed carrier no larger than 19 by 13 by 9 inches. The carrier must be ventilated on at least two sides and be leak-proof and escape-proof.

Do I need paperwork to ride PDRTA with a service animal?

No special pass, certification, harness or enclosure is required for a service animal. If you book a paratransit trip, tell the dispatcher that a service animal will travel with you.

Where can Florence residents get mental health care?

Pee Dee Mental Health Center offers public outpatient care in Florence, Darlington and Marion counties. In a crisis, call or text 988.

Can a manufactured home community in Florence refuse my ESA?

Manufactured home communities that rent homes or lots are generally covered by fair housing law, so management should review a request instead of applying a blanket pet rule. Send the request to whoever enforces the community's animal rules.

Can a travel nurse get an ESA letter for a Florence assignment?

Yes. A clinician licensed in South Carolina can evaluate you by telehealth. Send the request as soon as you have a rental lined up, since short assignments leave little time for review.

How long does a Florence renter have to file a housing complaint?

You can file with the South Carolina Human Affairs Commission within 180 days of the discriminatory act, or with HUD within one year.
