Spokane has no city deposit ordinance, no city civil rights office and one regional animal agency covering both the city and the county. That means state law does almost all the work here, and knowing which rule to quote saves an argument at the leasing desk.
Without a City Ordinance, State Law Carries the Weight
Renters west of the Cascades often quote a municipal code section. Spokane tenants reach for the Residential Landlord-Tenant Act instead, and it is stronger than most people assume.
A deposit can only be collected when the rental agreement is in writing and you have been given a checklist describing the condition of the unit. No checklist, no deposit.
Within 30 days of the tenancy ending the landlord must send an itemized statement with copies of estimates, invoices or receipts, and nothing may be withheld for ordinary wear.
Miss that and the full deposit is owed back. A court may award up to twice the deposit when the refusal was intentional, plus legal costs.
On top of that sits the assistance animal rule that applies statewide: under WAC 162-38-100 a pet deposit charged in addition to the standard cleaning or damage deposit is an unfair practice. The ordinary deposit is fine as long as every tenant pays it.

The Spokane County Regional Animal Protection Service enforces county code, the city's municipal code and state law, so one office covers a move from a downtown apartment to a house in the valley.
- Dogs and cats over six months old are licensed every year.
- Licenses can be bought online, by phone on 509-477-2532, by mail or in person at 6815 E Trent Avenue in Spokane Valley.
- From August 1, 2026 a $2 administrative fee applies to phone, mail and counter transactions.
- Keep the tag receipt with your accommodation letter, because a building may require proof that the animal follows local law.
Spokane Transit Draws a Sharp Line
STA's rules of conduct are stricter about pets than the bus systems on the coast, and the difference matters if your animal is a support animal rather than a trained service animal.
Ride without a carrier. Drivers may ask only whether the animal is needed because of a disability and what it is trained to do.

That applies to service animals too. Floor or lap only, and never loose on the bus or at a station.

Student housing is usually treated as housing rather than a public place, which is why the animal rules in a residence hall look more like a lease than a classroom policy.
Ask disability services first
Gonzaga, Whitworth, Eastern Washington University in Cheney and the WSU Spokane health campus each run their own accommodation process with its own deadlines. Ask for the written procedure rather than emailing the housing office alone.
Apply before the housing contract
Most schools decide room assignments months ahead. A request filed after move-in can take a term to resolve, so the evaluation is worth starting in the spring for an autumn term.
Expect care and control rules
Schools commonly require licensing, vaccination, a named caretaker and rules about leaving an animal alone in a room. Those conditions are usually lawful as long as they apply to the animal's care, not to your diagnosis.
An ESA is not a campus-wide pass
A support animal approved for a room does not come to lectures, the library or the dining hall. Only a trained service dog has that access.

Spokane swings from long hot summers to hard winters, and both ends of that range shape daily care in a rental.
- Keep animals leashed in city parks and on shared paths, and check posted signs, which vary park by park.
- Clear ice melt and grit from paws after walks; it is the most common winter complaint managers hear.

Does Spokane cap pet deposits the way Seattle does?
