Hawaii is the only rabies-free state in the country, and it protects that status with import requirements no mainland renter expects. Your housing rights matter — but they are the second problem. The first is lawfully getting the animal onto the islands.

Getting the animal to Hawaii lawfully
Hawaii is rabies-free and intends to stay that way. The state runs a structured import programme, and the sequence matters as much as the paperwork itself.
Contact the Department of Agriculture first
Before booking anything. They publish the current requirements, timeframes and forms, and those are the only authority worth relying on.
Work backwards from your arrival date
Several steps must happen a set number of days before arrival, in order. A step done out of sequence generally has to be redone.
Keep every original document
Records travel with the animal and are checked on arrival. Copies and photographs are not a substitute.
Then deal with housing
Your ESA letter or PSD evaluation is a separate matter entirely, and it does not affect the import position either way.

Condos, AOAOs and house rules
A very large share of Hawaii housing is condominium, governed by an association with its own house rules. Those associations are generally subject to the same reasonable-accommodation duties as landlords, and a no-pets rule is not by itself a lawful refusal.
What they can do is apply reasonable conditions around common areas, lanais, lifts and noise. Agreeing to sensible conditions early is usually the fastest route to approval.

Hawaii caps security deposits at one month’s rent and permits an additional pet deposit on top. An approved accommodation removes that additional deposit — but Hawaii has a second animal cost that no accommodation touches.

Fair housing law governs your housing; it does not override Hawaii’s import and quarantine requirements. If you are moving here with an animal, plan the vaccination, titre testing and documentation timeline months ahead — meeting the direct-release requirements is far cheaper than quarantine, and no ESA letter shortens the process.

Does a Hawaii ESA letter expire?
HRS 515 sets no expiry date, and no Hawaii agency registers assistance animal documentation. As everywhere else, the twelve-month convention comes from housing providers rather than from the statute book.
If you already live in Hawaii
Renew at around ten months with a Hawaii-licensed professional. Island rental markets are tight and competitive, and a current letter offered up front removes one of the few objections a landlord can legitimately raise.
If you are moving to Hawaii
Two separate timelines run at once: the quarantine and import requirements for the animal, and Hawaii-licensed documentation for the housing request. Start both early. A mainland clinician’s letter will be queried, and the import rules will not wait.

Hawaii follows the ADA for public access, and state law protects handlers of service animals in places of public accommodation.
Critically, animal import and quarantine requirements apply to service animals as well. ADA status does not exempt a dog from Hawaii's rabies-prevention programme, and arriving without the paperwork completed causes real problems at the airport.
