Madison and Milwaukee are not the same market

Madison combines a large student population with an unusually tight year-round rental supply and a city equal opportunities ordinance of its own. Leases turn over on a compressed August cycle, and requests arriving in that window get the least attention of the year.

Milwaukee has a much older housing stock and a far higher share of small landlords and duplexes. There the obstacle is usually unfamiliarity rather than policy, and a written request with the letter attached does most of the work.
