The West Virginia Human Rights Act (W. Va. Code § 5-11) prohibits disability-based housing discrimination and requires reasonable accommodation, running alongside the federal Fair Housing Act rather than replacing it. The West Virginia Human Rights Commission investigates state complaints; HUD handles the federal route.
West Virginia also treats misrepresenting an animal as a service animal as an offence. That cuts both ways: it protects legitimate handlers from the credibility damage done by fake vests, and it is a reason to be accurate about whether your animal is task-trained.
