Registration and Certification in Washington: The Short Answer Is No
Nobody in Olympia keeps a list of assistance animals, and neither does any federal agency. Search results are full of sites that look like they do. This page sets out what each document is worth in the three places people actually use them, and what to do if you have already paid for one.

Almost every argument about certificates comes from mixing up housing with public access. They are separate laws with separate tests, and neither of them has a document you can buy.
Housing: is the animal needed?
A request under the state law against discrimination turns on whether you have a disability and whether the animal helps with it. The housing provider may look for confirmation from someone qualified to give it.

Public access: what is it trained to do?
Walking into a shop or a restaurant with an animal turns on training. A service animal is a dog trained to do specific work connected to the handler's disability, and since 2024 a dog in training with a qualified trainer has access too.

Why Working Teams Still Wear Gear
If none of it is required, why does almost every real service dog wear something? Because gear is practical, not legal.
- It tells strangers to keep their hands to themselves, which is the single biggest day-to-day problem handlers describe.
- It heads off the conversation at the door, so staff ask fewer questions in the first place.
- It cues the dog that work has started, the same way a harness does for a guide dog.
- None of that changes the legal position. The dog's training is what gives access, with or without a stitch of fabric.
The Only Two Questions a Business May Ask
Staff at a Washington shop, cafe or clinic may ask these, and nothing beyond them.
A business may still remove an animal that is out of control and not brought back under control, or that is not housebroken. That applies to a genuine service animal as much as to anything else.
The Infraction for Faking It
Washington made misrepresentation an offense rather than leaving it to embarrassment, and extended it to people claiming to be training a service animal.

- The statute names no figure. The Human Rights Commission's guide puts it at up to $250.
- The point is not to catch disabled handlers. It exists because businesses kept refusing genuine teams after being burned.
- A housing request is a separate matter. Claiming an accommodation you are not entitled to is handled through the tenancy, not this infraction.

If You Have Already Paid
Plenty of people arrive here after buying a package. Getting the money back is often possible, and the complaint matters even when it is not.
- Ask for a refund in writing, quoting what the page promised. Keep the promise itself as a screenshot.
- If the card was charged recently, ask your bank about a dispute while the window is still open.
- File with the Attorney General's consumer protection division on 1-800-551-4636. Complaints there feed the state's picture of a seller.
- Under the Consumer Protection Act, a private claim can recover actual damages, which a court may treble up to $25,000 for that kind of violation, plus costs and a reasonable attorney's fee.
- Then get the document that does count: a letter from a provider who evaluated you.

Questions People Ask Before They Buy
Is there an official assistance animal registry in Washington?
There is not, at state level or federal level. The Human Rights Commission's guidance says outright that anybody can purchase this kind of paperwork and that it carries no legal weight, so a number on a database proves nothing to a housing provider.
Does a vest make my animal a service animal?
No. What makes a dog a service animal is individual training to do work or perform tasks tied to a disability. A vest is clothing. Plenty of working teams use one because it stops interruptions, and plenty of untrained dogs wear one bought online.
What can a Washington business ask me?
Two questions only: whether the animal is required because of a disability, and what work or task it has been trained to perform. Staff may not ask about your condition, ask for documents, or require the dog to demonstrate the task.

Do I need a certified trainer for a service dog in Washington?
No state body certifies service dog trainers, and no law requires a professional program. A handler may train the dog themselves. What matters is that the dog reliably performs the work, and behaves well enough to be in public.

Ask for a refund in writing first. If the site sold a legal status it cannot deliver, that is worth reporting to the Attorney General's consumer protection division on 1-800-551-4636, which handles complaints under the state Consumer Protection Act.
