Emotional Support Animals East of the Cooper in Mount Pleasant

Mount Pleasant has grown into a town of more than 90,000, with shrimp boats on Shem Creek and two island beaches next door. For renters with an assistance animal, the questions here are local ones: HOA rules, beach hours and a landlord's review of the request.

What Renting Looks Like in Mount Pleasant

Rentals here run from older cottages to planned subdivisions, and the paperwork differs with each.

Old Village cottages. Often rented by a local owner who reads your request personally.
Apartments along the main corridors. Usually managed through a portal with a standard pet addendum.
Homes in planned communities. These often come with an HOA whose pet rules may also apply to renters.

Two Island Beaches, Two Sets of Dog Hours

Mount Pleasant has no ocean beach of its own, so dog owners use the islands next door. Their rules differ, so check the posted rules before you go.

An ESA Letter Does Not Change Beach Hours

These are public beach rules for all animals, not housing rules. An emotional support animal follows the same hours as any other dog. Trained service animals are a different category under the ADA; ask the island's police or town hall how its rules apply to them.

Many Mount Pleasant Homes Come With an HOA

If your rental sits in a planned community, its association may enforce pet limits too. Fair housing law reaches associations, so the request can go to both the owner and the board.

Veterans and Military Families in Town

With Patriots Point and its aircraft carrier on the harbor, and Joint Base Charleston across the river, Mount Pleasant has many veterans and service families. Some have a trained psychiatric service dog; others have an emotional support animal for housing. The rules differ, and both are covered in our guides.

Mount Pleasant Questions

When can dogs be off leash on Isle of Palms beaches?

Under the city's posted rules, from April 1 through September 14 dogs may be off leash from 5 a.m. to 9 a.m. From September 15 through March 31 the off-leash window runs from 4 p.m. to 10 a.m. At other times dogs must be leashed, and owners must carry a leash and clean up.

What are the dog rules on Sullivan's Island beach?

Every dog on the island needs a town dog permit, including visitors. From May through September dogs may be off leash from 5 a.m. to 10 a.m., are not allowed on the beach from 10 a.m. to 6 p.m., and must be leashed after that. Winter hours are longer.

Can I get an ESA letter in Mount Pleasant online?

Yes. A clinician licensed in South Carolina can evaluate you by telehealth. Documentation is issued only when the clinician finds a disability and a disability-related need for the animal.

Does my Mount Pleasant HOA have to allow my ESA?

Homeowners associations are covered by federal fair housing law, so an HOA generally has to consider a reasonable accommodation for a resident's assistance animal. Renters may need to send the request to both the landlord and the association.

Where do Mount Pleasant residents find mental health care?

Charleston Dorchester Mental Health Center serves Charleston County, including Mount Pleasant, at 843-414-2350. Anyone in crisis can call or text 988.

Can a Mount Pleasant landlord turn down an ESA because of its breed?

Breed alone is a weak reason. S.C. Code 47-3-710(C) says no dog is dangerous by breed alone, and a landlord is generally expected to judge the individual animal's conduct.
