About 37,700 people live on Hilton Head year-round, and summer brings many more visitors. Island life brings two questions for animal owners: when your dog can be on the beach, and whether your rental has to accept an assistance animal.

Can Your Dog Be on a Hilton Head Beach Then?

The Town's beach ordinance changes by season and by hour. Pick a date and a time to check.

Year-Round Homes and Vacation Rentals

The island's rental market mixes long-term leases and weekly vacation stays, and the rules differ between them.

Gated Communities and Their Associations

Much of the island's housing sits inside private communities with their own property owners' associations, gates and covenants. If you rent inside one:

  1. Ask your landlord whether the association must approve animals, and how.
  2. Send the same request and documentation to the association if asked. Fair housing law reaches associations too.
  3. Follow community rules on leashes, beach access points and shared amenities.

Getting Around the Island and the Lowcountry

Palmetto Breeze

The regional transit agency runs commuter routes and the seasonal island trolley. Its vehicles are ADA accessible, and trained service animals ride with their handlers.

Other animals

Emotional support animals and pets are not covered by the ADA on transit. Call Palmetto Breeze at 843-757-5782 before you plan to ride with one.

Mental Health Services in Beaufort County

Coastal Empire Community Mental Health Center is part of the state's public mental health system. It serves children, adolescents, adults and families in Beaufort, Jasper, Colleton, Hampton and Allendale counties.

Beach Days With an Animal

Hot sand and salt water are hard on paws. Bring fresh water and shade, rinse your dog off after a swim, and pick up after it every time. The Town requires it.

Are dogs allowed on Hilton Head beaches in the summer?

From the Friday before Memorial Day through Labor Day, animals are not permitted on the beach between 10 a.m. and 5 p.m. Outside those hours they must be on a leash or under positive voice control.

It depends on the stay. Fair housing rules cover homes where people live, and short vacation stays are often treated more like lodging, where only trained service animals have access rights. Ask the rental company before you book.

Can a gated community on Hilton Head refuse my ESA?

Community associations are covered by federal fair housing law, so an association generally has to consider a reasonable accommodation request for a resident's assistance animal instead of applying its pet rules automatically.

Can I file a complaint if a Hilton Head landlord denies my ESA?

Yes. You can file with the South Carolina Human Affairs Commission within 180 days of the denial, or with HUD within one year.
