Newport, Middletown and the South County beach towns carry heavy seasonal turnover and a lot of short lets. A brief tenancy is still covered housing, and a landlord who treats a summer lease as exempt from the ordinary obligations is mistaken.

Can a Providence landlord charge pet rent for an approved ESA?
What the pet policy charges is simply not chargeable for an approved animal. Your ordinary deposit and your responsibility for damage remain.
