North Carolina has a service population that moves every few years

Fort Liberty, Camp Lejeune, Seymour Johnson, Cherry Point and the Coast Guard presence around Elizabeth City put a very large number of service members, veterans and military families into North Carolina rental housing at any one time.

Two consequences follow. Psychiatric service dog questions come up here far more often than in comparable states, and a great many renters arrive holding documentation written in whichever state they were last posted to. The second is the one that causes trouble at the leasing office.

Your letter
Does not travel with you in any legal sense. A clinician licensed in Texas or Georgia is not licensed here, and a North Carolina housing provider verifies against North Carolina.
Your animal
Travels fine. Nothing needs re-training or re-registering, because no register exists in the first place.
On-base housing
Is generally run by private management companies rather than the service itself, and those companies operate accommodation processes much like any other landlord.
Timing
Is the recurring problem. Orders rarely leave much notice, so starting the evaluation before the move rather than after arrival is worth the small effort.

A psychiatric service dog is not an upgraded ESA

Because so many North Carolina enquiries come from veterans, this distinction gets asked about constantly. A psychiatric service dog is defined by trained work - the dog does something specific because of a disability, such as interrupting a dissociative episode or creating physical space in a crowd.

No letter creates that. Documentation records the underlying need; the training is what earns public access under the ADA. An emotional support animal requires no training and is protected in housing only, which is a real protection and worth having on its own terms.

The Triangle, Charlotte and everywhere else

Raleigh, Durham and Charlotte have grown fast enough that most large buildings have a written accommodation process and staff who follow it. Greensboro, Winston-Salem, Fayetteville and Wilmington are more mixed, and the coastal and mountain markets run heavily on seasonal stock.

How do I get an ESA letter in North Carolina?

I just PCS'd to Fort Liberty. Does my previous documentation carry over?

Almost certainly not for your new tenancy. The clinician needs a North Carolina licence, so the practical answer is to arrange a fresh evaluation rather than argue about the old letter.

Does privatised on-base housing have to consider a request?

Those units are managed by private companies and generally handled as covered housing, with their own accommodation procedure. Ask the management office for their process in writing.

I am a veteran with PTSD. Do I need an ESA letter or a service dog?

That depends on whether a dog performs trained tasks for you. If it does, you are describing a psychiatric service dog. If the benefit comes from the animal's presence, an emotional support animal is the accurate description and the housing protection still applies.

Can a Charlotte landlord charge pet rent for an approved ESA?

Once approved, the animal sits outside the pet policy and outside its billing. Your ordinary security deposit remains, as does responsibility for real damage.

How long is a North Carolina letter accepted for?

No statute expires one. Managers here typically want documentation written within the past year, which is worth remembering if a deployment or move is coming.
