Send the landlord the request in writing

Submit to the association in its own format
Boards meet on a schedule and follow their documents. Using their form gets you onto an agenda; ignoring it gets you deferred to the next meeting.
Keep both threads
If either refuses, the Nevada Equal Rights Commission and HUD will want to see who said what and when.
A blanket rule in the governing documents is not the end of it
Association documents routinely say no animals, or set weight and breed limits. Those provisions are the starting point of an accommodation discussion, not a complete answer to one. A board deciding your request is making a housing decision and is subject to the same obligations a landlord is.
Nevada's fair housing provisions address animals in housing, and the Nevada Equal Rights Commission investigates complaints alongside HUD. Boards are not outside that.
Reno, Sparks and the northern market
The Reno-Sparks corridor has grown quickly and its stock is more mixed, with a larger share of conventional apartment management and fewer association-governed rentals than the south. Requests there tend to run through a leasing office in the ordinary way, which is usually faster.

Usually not. Nevada housing providers verify the licence against Nevada, and a nearby state's credential does not substitute.
Does my Nevada ESA letter let my animal onto the casino floor?
No. Only dogs trained to perform tasks hold ADA public access rights. An emotional support animal's protection concerns your home.
How recent does documentation need to be in Nevada?
