Minnesota tells landlords what they may ask, and tells tenants what they may not be asked

Minnesota legislated on assistance animal documentation rather than leaving housing providers to invent a process. The statute sets out the kind of verification a landlord may request and draws a line around what falls outside it.

That line is the useful part. A Minneapolis property manager asking for your diagnosis, your prescriptions or a copy of your file is asking for something the framework does not entitle them to, and you can say so without being obstructive.

Verification

A statement from a licensed professional confirming a disability-related need and the animal's role in meeting it. This is what the landlord is entitled to.

Reasonable accommodation

The formal name for what you are requesting: a change to a rule - here, the pet policy - so that you have equal use of your home.

Assistance animal

The umbrella term covering both service animals and emotional support animals in the housing context. It is not the same as a pet, and the lease's pet clause is not the instrument that decides it.

Misrepresentation

Claiming an entitlement you do not have. Minnesota treats this seriously, which is another reason a genuine evaluation is worth more than a purchased certificate.

Winter is a scheduling problem, not a legal one

Minnesota leases cluster heavily around late spring and early autumn, and the January and February gap is when leasing offices actually have time to read a considered request. If your renewal falls in June, starting in March is materially easier than starting in May.

Duluth, Rochester and the smaller northern markets have thinner in-person provider coverage, and a video appointment with a Minnesota-licensed clinician removes the drive entirely.

Where a refusal goes

The Minnesota Human Rights Act prohibits disability discrimination in housing, and the Minnesota Department of Human Rights investigates complaints under it. HUD takes them federally. Minneapolis and St. Paul also operate their own civil rights departments, which can be the quickest first call.
