The pet-deposit argument barely happens in Massachusetts

Greater Boston runs unusually heavily on small multi-family properties and on brokers who sit between you and the owner. The person showing you the flat frequently has no authority to decide an accommodation request and will not say so.

Address the request to the owner or the management company, in writing, and keep the broker copied rather than relying on them to pass it along. A refusal from someone with no authority to refuse is not a decision at all.

Where a Massachusetts refusal goes

Chapter 151B prohibits disability discrimination in housing, and the Massachusetts Commission Against Discrimination investigates complaints under it. HUD handles the federal side, and the two run in parallel.
