How a Maryland request should be put together

  1. Establish the need first

    A Maryland-licensed clinician assesses whether an assistance animal is warranted. Everything downstream depends on this being a real evaluation rather than a purchase.

  2. Write to the landlord, not to the front desk

    Address the person or company with authority over the lease. In a managed Bethesda building that means the accommodation contact; in a Baltimore rowhouse it is the owner.

  3. Attach the letter and state what you are asking for

    An accommodation to the pet policy for one named animal. Vagueness invites a vague answer.

  4. Ask for the decision in writing

    Including the reason if it is a refusal. This single sentence is what makes a complaint to the Maryland Commission on Civil Rights or HUD workable later.

Baltimore’s small landlords are not exempt by default

Owners of one or two rowhouses often assume the rules are meant for apartment companies. Some narrow exemptions do exist in federal law for very small owner-occupied properties, and Maryland’s own fair-housing provisions apply alongside with their own limits.

Because whether an exemption reaches your particular building is genuinely fact-specific, that is a question for the Commission rather than for either you or your landlord to settle by assumption.

The commuter belt has a paperwork culture

Large managers in Silver Spring, Rockville and Columbia usually have a documented process, a portal and a compliance team. That is an advantage: the standard is written down and applied consistently.

It also means incomplete submissions stall rather than get chased. Send everything at once and keep an email copy outside their system.

No. Public access is an ADA question and belongs to task-trained service dogs. An ESA letter addresses your housing.

How often should I renew?
