New Orleans lost long-term rentals to the nightly market, and it shows

A decade of converting apartments into short-term lets thinned the city’s long-term stock badly. What remains is expensive, quickly taken, and often owned by someone running two or three units rather than a company with a compliance department.

That is the practical backdrop to every accommodation request in Orleans Parish. You are usually writing to an individual, your request is competing against applicants who bring no complications at all, and the person reading it has probably never processed one before.

Older buildings raise questions the law has already answered

Much of Uptown, the Marigny and the Garden District sits in properties built long before anyone contemplated assistance animals. Owners frequently raise the building’s age, its floors, or the insurance policy as reasons the usual rules cannot apply.

Age is not an exemption. What can matter is a genuine, specific burden - not an assumption that an animal will cause one. A refusal has to rest on something demonstrable about your request rather than on the era the house was built in.

Outside New Orleans the stock is newer, more of it is professionally managed, and the obstacle shifts from unfamiliarity to policy. Corporate pet rules are applied by staff who have been told not to make exceptions, which is a training issue rather than a legal one.

The way through it is the same each time: a written request, a licensed clinician’s letter, and a polite request that any refusal be given in writing with its reason.
