New Mexico: routing the request correctly
More than most states, the first question here is not what to write but who to send it to. A great many pueblos and nations run housing programmes themselves, while border-region communities fall wholly outside conventional town government.
Establish the authority first
Careful drafting counts for nothing if the recipient holds no authority over your dwelling, and the lost weeks come straight out of your filing window. A few minutes working out which authority controls the land beneath your home repays itself many times over.

Informal settlement does not mean unprotected
Housing in the colonias frequently sits on land bought informally, built incrementally, and connected to services years after occupation. Landlords there sometimes treat that irregularity as putting the arrangement outside the rules. It does not.
What matters is whether somebody is living in the dwelling as their home and paying to do so. Gaps in permitting, unfinished construction or an unusual title history are the owner's problem, not a reason your request can be ignored.
Practically, keep whatever documents exist — receipts, texts, a written agreement however informal. Where no lease was ever signed, a payment record and a dated message asking for the exception carry the same weight.

A pair of questions is allowed, no third: is there an impairment, and what links the animal to it. The name of your condition, your medication and your files lie past that limit in all thirty-three counties alike.
All money charged because the animal lives there stops once consent arrives. Responsibility for damage it causes stays with you exactly as for any neighbour, and volunteering that early removes the worry most owners actually hold.
