Springfield and Columbia are mid-sized markets with a mix of regional operators and private owners, plus heavy university tenancy in Columbia where academic-year leases let poor practice persist unchallenged.
The Ozarks and the rural counties are dominated by individual owners holding a few properties, frequently with manufactured-home communities alongside. Rejections in those counties tend to come from having no prior experience of the question, and a civil note resolves the bulk of them.
Outside the metropolitan areas there is rarely a municipal body, which simplifies matters considerably: the state agency and the national office are your routes, and both take filings from any address.
