Innkeeper rules take over instead — a far tighter test, open to task-trained dogs alone, stripped of every tenancy safeguard.
What decides it is the character and length of the occupation, not the wording on the listing. A property advertised as a holiday rental but occupied as a home for eight months is analysed as a home.
Postings, transfers and short tenancies
Kent County's rental market turns on people who will be somewhere else in two years. That produces a specific and avoidable failure: a request gets refused, the tenant calculates that challenging it will take longer than the posting, and the policy survives to refuse the next person.
Two things are worth knowing. Filing a complaint does not require you to still be living there when it concludes, and it does not require you to want to stay. A matter can be pursued from a new address in a new state.
Contractor-run family quarters on Delaware bases are ordinarily read as places people live, so the residential test governs them — while the base's internal grievance path stays open alongside. Pursuing both at once creates no conflict.
