A board is a committee, and committees have calendars

In a rental building somebody is paid to process your request and can do so on a Tuesday. A co-op board is a group of your neighbours who meet perhaps monthly, often less in summer, and who decide together. Nothing about that reduces their obligations - a board is a housing provider and is bound as one - but it changes entirely how you should approach the timing. Submit a complete, self-contained request well before a meeting, ask the managing agent when that meeting falls, and confirm in writing that your request will be on the agenda for it. Requests that arrive incomplete get carried to the following month, and a fortnight's delay becomes eight weeks without anybody refusing anything.

Is an assistance animal letter available to New York City residents?

Yes. The requirement is a New York State licence, and that reaches every one of the five boroughs. The assessment is conducted remotely, so no travel across the city is involved.

How do co-op boards handle assistance animals?

Differently from rental buildings, and more slowly. A board is a committee that meets on a schedule, so a request submitted the week after a meeting waits for the next one. They remain bound by the same accommodation obligations as any other housing provider.

What about a service dog application for NYC?

There is no application to file with the city, and no municipal register. The phrase usually describes the process of establishing a disability-related need and, for a service dog, training the animal to perform a task.

Does the city have its own rules?

The city's own Human Rights Law is unusually wide, enforced by the City Commission on Human Rights, and it operates in parallel with the state and federal channels. Practically, this means a New York tenant has more places to turn than most.

My building has a no-pets clause in the proprietary lease. Now what?

That clause governs pets. After approval the animal occupies the flat under something other than the pet provisions, so that clause is what you are asking to be released from.

How long do New York buildings take to decide?

Rental management companies typically two to four weeks. Co-op and condo boards run on their meeting calendar, so anything from a fortnight to a couple of months depending on when you submit.

Can a board interview my dog?

Boards frequently interview prospective shareholders and sometimes ask to meet animals. Requiring the animal to pass an assessment as a condition of the accommodation applies a pet-policy process where it does not belong.

Is there a New York registry I should join?

None exists, in New York or anywhere else. Sites offering New York registration are selling entry to their own database.

I sublet. Who decides?

Usually the building rather than your immediate landlord, since the animal will be living in the building. Write to each of them and ask outright which one owns the decision.

Does the 90-day pet law affect this?

New York City's rule about buildings waiving pet clauses after open, uncontested residence concerns pets. An assistance animal accommodation is a separate route with its own basis, and you should not need to rely on the pet rule at all.
