North Augusta, Aiken and the surrounding communities are South Carolina. Thousands of people cross the Savannah River daily for work at the hospital or on post, and it is entirely natural to arrange documentation where you spend your day. Because the licence is checked against the address, Georgia credentials on a South Carolina lease come apart on a formality that says nothing about whether you needed the animal.
