A.R.S. 11-1024 allows a civil penalty of up to $250 against someone who knowingly presents an animal as a service animal to obtain access they have no right to. Few states have gone that far, and Arizona did so because counterfeit vests and mail-order certificates were making life harder for handlers whose dogs genuinely work.

Understood properly this is a protective measure. It targets people who lie.
