Skip the scams. Get an emotional support animal or psychiatric service dog letter backed by a real evaluation, valid across Arizona housing.
A number worth knowing
A.R.S. 11-1024 allows a civil penalty of up to $250 against someone who knowingly presents an animal as a service animal to obtain access they have no right to. Few states have gone that far, and Arizona did so because counterfeit vests and mail-order certificates were making life harder for handlers whose dogs genuinely work.
Understood properly this is a protective measure. It targets people who lie. If your documentation is real it costs you nothing — but it does make it worth being exact about whether you have an emotional support animal or a trained service dog before you walk into a Scottsdale leasing office or a Tucson shop.
Telling them apart
No task has been taught. The benefit is companionship, and Arizona housing law recognises it through a licensed clinician’s letter. It grants nothing beyond the home.
The dog performs something specific — interrupting a spiral, applying pressure, fetching medication. That work is what the ADA protects, and it is the only route to public access.
What holds up
The Arizona Attorney General’s Civil Rights Division and HUD both take housing discrimination complaints, but neither can rescue paperwork that was never sound. Soundness means an Arizona-licensed professional formed an opinion about you specifically, signed it, dated it, and left a way for the property to confirm it.
Price
Nothing changes hands during screening. A charge only arises if a clinician concludes that documentation is appropriate and you decide to go ahead with it. Weighed against a possible $250 penalty for misrepresenting an animal, paying once for something accurate is straightforwardly the cheaper path.
Accessories
None of them do anything. Arizona maintains no register of assistance animals and neither does the federal government, so the card in your wallet has precisely the legal weight of a business card. Worse, leaning on one while claiming service animal status is the behaviour A.R.S. 11-1024 was drafted to address.
After a refusal
Arizona questions
The penalty attaches to asserting service animal status you do not hold. Simply being turned away is the normal consequence for an ESA, because public access was never part of what it provides.
Trained work. A psychiatric service dog does something particular because of your disability and may accompany you in public. An emotional support animal helps by being there and is a housing protection only.
The screening is free of charge. Payment arises only after a licensed clinician confirms documentation is appropriate, and the figures below come from live plan settings.
They have no reason to. Nothing in Arizona law gives a registration any standing, and the document that gets read is the clinician’s letter.

Jurisdiction is verified at allocation rather than afterwards, which keeps files away from reviewers who could not lawfully sign them and keeps your documentation clear of the misrepresentation problem entirely.
